so have you checked that wifi isolation mode is disabled on the powerline wifi?

Thanks to everybody that tried to help, I've now got it sorted.

Can you connect you laptop downstairs and upstairs using a LAN cable (turn wireless off to avoid any issues) and capture the output of ipconfig /all for your LAN adaptor.

Thanks, this post is what ultimately led me in the right direction to find the problem.

Because it was working with a lan cable I realised that the issue was somewhere with wifi or wifi settings, found that my wifi was in guest/public mode and the solution was as simple as turning on network discovery in wifi sharing options.

Now works great. Streams 1080p HD rips flawlessly.
