Plumbing advice

Hi all,

So I live in a block of flats, 6 to be exact.
I've noticed recently that when turning on taps (slowly) (and all of them) but generally the hot water tap, the taps make this horrible sound just till the water gets going.

I thought it was just my flat, but now I've noticed it is happening upstairs and across the way from me.

I asked someone and he said: "vibrating pipes and taps need washers replaced"

He says it's an 'individual' problem (which means, each flat must sort it out) but I'm just wondering since I know for a fact 3 flats of the 6 are having the issue if it is not a bigger problem.

Is this correct?

It depends.. is it a knocking sound?

Joh guys, I'm no expert here, to me it sounds like it is "vibrating" but it's only when I open the tap slowly, once it's 'faster' pressure, then the noise goes away.
