If by dishonest you mean:
Deceptive, fraudulent, disposed to cheat, lacking truthfulness, corrupt, immoral and unethical. Basically nothing more than a legitimized kleptocracy.

Then yes. I would have to agree they are dishonest, although I don’t think dishonest truly sums up the blight they are to its full.
