Normally all incoming ports to a cellphone / 3G dongle is blocked from the operator side, meaning they actively prevent external connections to be made to the device.
If you really want to be able to make a connection, try to contact Telkom Mobile and get the details how to get onto the UNRESTRICTED APN, this APN has the ports open so you wont need to forward ports a connection will be possible. Normally its just a form you need to fill in, they push a button on their side and your SIM can go onto the APN but this could differ between service providers.

I managed to make contact with the correct department after 50 frustrating minutes. A tel number for the data services TECHNICAL department is 081 183.
I was told that the ports will be opened in 24 to 72 hours. Sigh - patience!

BTW - are there any concerns about having ALL ports forwarded?
In addition it is worth to note that you will be billed for all unwanted incoming traffic. If your data bundle is being depleted when router is powered on but nobody is connected to Internet, it can be indication of being under attack. It is not a frequent scenario, as gateway routers @ISP know some offenders and will block such source IP. More common problem is if you subscribe to some video streaming services and your termination request is lost. The incoming data stream (usualy UDP) will continue flowing, even you stopped watching it. It can generate hudge data bill.Yes, generally not a good idea at all. I would rather find out what ports you need opened and only have those forwarded. You are prone to DDOS and other attacks. I am surprised they [okay , maybe not] even suggested doing that.
