Possible congested exchange

Can anyone tell me if this is a possible congested exchange?

I have seen this in evening times as well.

Looks like it, try another PPPoE account from another ISP to confirm.

Install Pingplotter Pro (30 day trial) and install on PC (via network cable, no wifi)
and ping that IP and check the graphs .
Turn off all services/software on your PC to eliminate you using the line.
