Post Office explains how it measures delivery speeds

The South African Post Office (Sapo) uses a manual, internally developed measurement system to determine its mail delivery standard, which has been below the required level for over a decade.

According to the Independent Communications Authority of South Africa (Icasa), the mail delivery standard refers to the proportion of non-recorded mail delivered within five days.
 
They leave the item where it is and wait for continental drift to get it to it's destination. If it's not claimed in 2 days, they keep it for themselves.

It's just so pathetic. How anyone can defend a government that allows this to happen I don't understand.

communism 101, its never the ANC party at fault, its always the situation/circumstances/random chance fault.

This sounds almost verbatim to how companies explain their SLAs.
