No you're right... it was a Confederacy before it became a Federacy.
Prior to the 7-state secession, in 1861, the US was not the perfect article, but the State was far more limited than it became, with Lincoln's dictatorial ways.
Lincoln pledged his support for a constitutional amendment that would have made it illegal for the government to interfere with slavery, ever. This he made clear in his first inaugural address.
He also threatened bloodshed and invasion to anyone failing to continue paying tax due to them seceding.
