Mogadishu is developing, when one speaks to the people that started things here (once things became a bit more stable) the city has come a long way, and seems to be managing.

Hormuud for example has provided pretty decent connectivity to most places with people in Somalia, but is a regular target for attack as they enable communication for both sides in conflict zones

Yes the size of the grid etc is nowhere near what's in SA, but it's definitely managed more effectively, in my experience and those I've talked to at least.
