Power went off yesterday afternoon. By 4 this morning nothing returned...I'm havening LS from 16:00 to 18:00 at home.

I don't agree with your calculation. You seem to base it on the 16 000 MW that can be shed in the 16 zones. The demand at the moment is typically 28 000 to 29 000 at peak. The remaining12 000 -13 000 MW never being shed also represent end users.Each stage is 2-2.5 hours in a 32 hour cycle, with 16 zones. Forget the MW, that has no direct correlation with how many users are shed, it's all about time slots.
Only 16,000MW can be load shed under the current schedules. The grid includes many contractual users (around 6-8,000MW) who cannot be load shed.
These stats and dropping to Stage 4... Something doesn't add upOnly using 2 OCGTs...hmmmm. And that appears to be Stage 6 LS to me, although probably because they put Stage 4 or what "load curtailment" for big users that it was able to "only" shed at Stage 5 for normal users.

So (to quote you) each stage is equivalent to 6-7 % of the end users that are actually being loadshed.
