Preboot on-off loop with new graphics card

A friend asked me to upgrade her graphics card to a newer model. I got her an HD6670 ( budget constraints).

Ater installing, when I switch on the computer, the power light and fans come on for 2-3 seconds and there is a click sound and the power switches off for a second or 2 and comes on again in a constant loop. The monitor stays off.

I thought maybe her power supply was too weak (370w) So I used a spare 470w power supply - same thing. I installled the card in my computer (470w power supply) and the card works fine.

Re-installed her old graphics card, and her machine works again.

I am clueless as to what the issue can be. Something to note:
Her lcd monitor has a D-Sub plug so I plugged it into the D-Sub port on the card. The card also has a DVI-D connector.
i tested the card on my machine using the DVI-D port. If this means anything.
 
It does sound like the card is consuming too much power.
When you start up the computer the components max out for a short period, this might be too much for the power supplies.
It sounds weird though, because you're using a 470W psu. Can it be that the 470W you used does not have the amperage on the 12V rail to supply power to the card?
 
What brand and model power supplies is it that you've tried?

My dad recently bought a Gigabyte 370W PSU and it can't even power up a basic PC with onboard graphics and a single HDD.
 
Gigabyte. Both the 370w & the 470w power supplies are Gigabyte. So is the power supply in my machine and the card works fine in my machine.

** In fact, her machine will consume a lot less power than mine since she only has the bare essentials whereas I have 4 hard drives plugged in... Yet the card works on mine not hers.

Cleaned and reseated Ram. Made sure all connections were secure. The confusing part is that her machine works fine, and always has, with her old ATI card (X1600) As soon as I swap cards - done this a few times - this loop occurs. BTW, the minimum requirement for the power supply is 370w. So the (fairly new) 470w power supply which I tried in her machine should be more than adequate to run the new graphics card.
 
What model exactly is the motherboard? Did you try resetting the BIOS to defaults?

There were a few problems with certain chipsets/BIOS and PCIE 1.1/2.0 compatibility iirc. If the machine is as old as the graphics card suggests, then it could be this. You could try a BIOS update.
 
Motherboard is Foxconn g31mxp. Been thinking that it could be a BIOS preset that may need changing. Will look into that. My mother board on the other hand is about 4 years old - but is a Gigabyte board.

** Found a few threads on other forums confirming that pc-e 2.1 works fine on that motherboard. none mentioned bios settings that needed changing.

Check your advanced bios features for 'init display first' settings.
 
What connectors do the power supplies use, 20 or 24pin? Manual states that 24pin is required when using PCIe gfx card. Also, some G31 boards just don't supply the required wattage(max 75W) via the PCIe slot, HD6670 needs 66W - X1600 uses 56W...
