I refer you to the Nokia 6020.

I loved my Nokia 6020 - it was basic phone with EDGE, PTT and predictive text in Afrikaans, Zulu and Xhosa.

I bought it a year ago. Maybe this article is behind the times - I know of 3310s with predictive text for local languages.
