Are you sure you get the lifeline tariff?
 
Well, I would be on the Lifeline tariff I was supplied by City Cape Town. In your case, if you use less than 450 units per month for 12 months, you are moved to lifeline. Use more than 450 units for any month in a 12 month cycle and you automatically shifted up to the Domestic tariff in which case you pay the quoted tariff. Have a look at the tariffs from the municipality website.

Yeh, I get screwed because I just moved in. I try not use a lot but I guess the person before me did. I think the rate difference is actually pathetic.

I am sure PEC is screwing you, but they could argue it's less than that rate until NERSA regulates people like that. When I stayed in a smallish complex in JHB (postpaid) I had to pay R280 fee just to have the meter read :(
 
You can always give the municipality a call and tell them you are a new tenant/owner and ask them to place you on the lifeline tariff. Not sure if they will do it, but its worth a try. I could save you a few hundred bucks a month.
