Protocol Wars, is Telkom limiting my connectivity?

Check this, so I supposedly have a 384kb line from Telkom. I decided to check out the openbrowse deal available from openweb, which is basically a proxy service allowing you to use your local bandwidth to access international pages using http protocol. At first my account was set up as 192. I upgraded to 384 because it was slow, and no difference. I am currently getting some of the Internet like Wikipedia, but not Facebook or Wordpress.

This could mean two things, either the proxy is not set up properly, (could be an issue with the port), or Telkom is limiting me to roughly the same speed, 192k. Then there are the protocol issues to do with local bandwidth usage, since I can't get anything out of the proxy except http and probably https.

My IRC is down.

There doesn't appear to be any local support for VoIP either, and, to make matters worse, since I have an Ubuntu setup, I am battling to access the local mirrors, because somebody, somewhere is using a fancy protocol limiter, and expecting me to pay for protocols.

I demand my full broadband line with Telkom.

I demand they switch the data that I am entitled to receive from the push companies that are putting information on my desktop with their cloud computing. Surely this is a human right? The right to receive messages? I don't mind paying for the forwarding of page requests using a page request or protocol access service, but I have the right to receive IM connections!!!

Isn't openbrowse only used for browsing? They block all other traffic AFAIK.
 
It's a bit better now, finally managed to log onto facebook, maybe because it's after-hours.

As for Telkom, I'm a bit upset that they appear to also limit protocols after the cap is reached. I am still trying to find a local bandwidth IRC and/or chat and hell, is VOIP possible locally?
 
- There are many local IRC servers, and threads on this forum revealing most of them
- I've never really had a problem with limited protocols on my TelkomInternet SHAPED account. At least, VOIP and IRC are NOT a problem at all.

As for VOIP, it is technically possible to use Skype when capped, but your skype would have to have the IP of a an active LOCAL skype supernode in its supernodes list, and that doesn't happen very often. You could also use a proxy if you can get hold of one.
It's probably best to use another, local VOIP service when capped...
