Proxy help

I have a computer at institution X, this computer has a dedicated IP and plenty allocated bandwidth. I want to run a private proxy server on it so I need only buy local data at home.

It's a windows computer and is already running an apache HTTP server and a VNC server.

Basically: how should I go about setting up a proxy server on it? What's the best software? Since all traffic on port 80 in the internal network needs to be routed through a different proxy, does this need to be accounted for?

Any help would be appreciated.

what says the rules of your institution regarding this sort of thing?

you could also just vpn in on local bandwidth to get access to international...

Yes if that pc you want to use has no direct internet gateway connection & needs to use that existing internal proxy to get out.

You would have to cascade your proxy with the internal one - which may or maynot involve help of one of your unhelpful IT staff, depending on the setup.
