Proxy Parent/Peer

Any suggestions on setting up a parent/peers
for my squid proxy server, have tried cache.saix.net
as parent but get an error, something regarding
the digest...
 
cache_peer cache.saix.net parent 8080 0 no-query default no-digest no-netdb-exchange no-delay

After some woes I managed to get Squid up and running after not having used it for many years. [ For those interested, got squid running under Oracle Virtualbox with Lubuntu image, Cygwin proved too much of a pain, the windows 7 hosting VB and other computers on the intranet can see the new ip assigned on Lubuntu and hence use squid as proxy server ].

Back to the question, I see that when I use cache.saix.net as parent that most sites are blocked via acl's, such as www.microsoft.com and most others, but not www.facebook.com and www.gmail.com for example.

1) Can I retrieve the access lists somehow to know what I can access when using saix as parent cache ?
2) What is the easiest way to have the proxy work for ALL sites, thus somehow NOT using saix cache as parent when saix acl's are blocking, but to indeed use saix cache when saix allowed sites are accessed ?
3) Any other tips or better suggestions to go about this ?

For question 2) I suppose always_direct and never_direct with acl's are part of the answer, so question 1) remains of concern.
