If, after your cap, you use a south africa public proxy, will you be able to access international sites with no change to the usual speed?

Hmmm, I am looking for ZA proxy servers. I sit with 5 int gigs and 27 local gigs. The 5 is history. Now how do I use the 27 local gigs? I need a few za proxies. Heeeelp
