Eyewitness News has learnt as many as five people may have been murdered and nine women raped at a drunk and violent spring day party this weekend.
Around 10,000 people converged on the Derdepoort recreation resort on Saturday, with only 10 Tshwane metro police officers deployed to the area.
An official report on the incident and exclusive pictures of the injured has been obtained by Eyewitness News.
The photographs show three men lying in a pool of blood with their flesh slashed open, apparently with broken bottles.
A Tshwane metro police report said five people may have been murdered, but because the ambulance service did not respond to calls, the dead were removed by private vehicles.
In the report, Tshwane metro police's superintendent Dirk Lombard, claimed the South African Police Service did not respond to calls for back-up.
When officers attempted to stop people entering the premises, the situation almost turned violent.
The Tshwane Municipality said it was preparing a response to questions.
Meanwhile, it has emerged that poor planning and inadequate resources contributed to the chaos.
Tshwane's recent municipal amalgamation with Kungwini placed the resort under a new policing region. The new region had no experience with the annual event.
The report said resources in the city were channeled to Moreleta Park in Mamelodi where the mayor was apparently attending a jazz festival.
