Disgraced former communications minister Dina Pule is in trouble again.

This time it is for failing to declare on time her financial and business interests to parliament's joint ethics committee.

Yesterday, the ethics committee met to adopt the declarations of the interests of MPs for this year.

The document lists sponsorships, gifts, travel, pensions and properties owned by MPs .

Fazella Mahomed, parliament's registrar of members' interests, said yesterday that Pule - who was suspended from the National Assembly three days before the deadline - had not submitted the declaration of her interests to the committee.

Her suspension expired on Thursday last week.

Pule was suspended in August after being found guilty of breaching parliamentary ethics by not declaring her romantic relationship with businessman Phosane Mngqibisa, who pocketed millions from an ITC indaba hosted by the Communications Department last year when Pule was its political head.

She also lied about her relationship with Mngqibisa during an investigation by the ethics committee.

Mahomed had proposed that Pule be given an extended deadline because of her suspension but this was rejected by MPs.

She said Pule had promised that she would submit her declaration next week.

Pule, who was publicly rebuked by National Assembly speaker Max Sisulu in August, now faces another public censure.

Ben Turok, co-chairman of the ethics committee, was even more unforgiving, questioning whether Pule would make an honest declaration this time around.

"The issue for us is: is she going to comply honestly," said Turok.

"So whether it's a week later or a week earlier is of little interest. What interests me is, is she going to tell us the truth and that's where the focus should be."

Pule was not immediately available for comment.

It was revealed yesterday that 59 other MPs, including a cabinet minister, had also ignored the August 23 deadline.

The minister, whose identity could not be established at the time of going to press, has claimed that he did not receive his declaration form.

But fuming ANC MP Sarah Mangena summarily dismissed him as a "liar".

The MPs and ministers who made late submissions will be named and shamed in parliament's notification papers.

The committee will ask Speaker Sisulu to publicly reprimand the 59 delinquent MPs during a sitting of the house.

The declarations register shows that most MPs are living the high life .

Communications Deputy Minister Stella Ndabeni declared a gift of R15000 for hotel accommodation from MTN, and IFP backbencher Mkhuleko Hlengwa registered a sheep worth R1800 given to him by his Nkandla constituents.

MPs should be disciplined: PSAM

MPs who fail to disclose their business interests on time should be disciplined beyond naming and shaming, the Public Service Accountability Monitor (PSAM) said on Thursday.

"It is obvious that several MPs don't take their obligation to account seriously enough and have contravened the code of conduct," it said in a statement.

"The PSAM calls upon the joint committee on ethics and members' interests to recommend to Parliament that serious action (beyond a mere reprimand and publication of implicated MPs names) be taken, especially in instances where MPs have repeatedly failed to account on time."

Parliament's ethics committee said on Wednesday that 59 MPs, including at least one Cabinet member, had missed the August 23 deadline to disclose their business interests.

The 2013 Register of Members' Interests was released during a committee meeting. It lists the business interests, sponsorships, gifts, property, travel, pensions and other financial interests of MPs.

Parliament's members' interests registrar Faziela Mahomed said a further three MPs had not handed in their disclosure forms at all.

They included two MPs who were ill, and former communications minister Dina Pule, who was suspended from Parliament before the deadline.

Mahomed recommended to the committee that the three be given an extension to complete their forms.

The PSAM said the code of conduct allowed for a reprimand, a fine not exceeding 30 days' salary, a reduction of salary or allowance for not more than 15 days, and the suspension of privileges or a member's right to a seat in parliamentary debate.

Well, remember Gwen Mahlangu-Nkabinde? She and Sicelo Shiceka were fired with big fanfare and with Zuma trying to give the impression that he's taking action! What happened to them? Quietly took their seats in Parliament and continued drawing R900k/annum salaries.

Same with Yengeni, same with Winnie...
