Because if you don't have an OS , you need to buy one.You can still upgrade for free. Why buy one?
I have always bought mine from pay4keys.org. Both my kids pc's have been running win10 keys from there for 3 years now, no issues.
He means even an unactivated copy of Win 10 works - the only thing they disable is the themesBecause if you don't have an OS , you need to buy one.

You can get them for less than R100 on Amazon in the UK.Those are expensive....
Can confirm, no issues with the keys.Buy from Flashgear or i-Tech. Both legit.

These cheap keys might work but there is no way they are legitimate. No matter what some ( non-Microsoft ) tool you downloaded might say.
