Quote for web development

I would like a quote on a website that should do the following:
- Amazon/Zomato service which lists services from people
- These services can get a review (according to timeliness, efficiency, helpfulness, etc)
- It should be able to process secure payments
- Attachments should be sent through from the buyer to the seller
- Must use SQL

Let me know if the details are insufficient.
Also provide how many hours you think it would take to do something like this.
