Ill build this site with plugins and not tell you, then overcharge you

Not to turn this into an argument, but I think that developing with plug-ins might be more trustworthy than someone who has coded from scratch in the space of a month or two. The plug-in would have a wider community and a lot more bug fixes, making it more stable and secure (possibly).

I'd say it depends - pull a ton of random plugins together from god knows where and you're in for a disaster of a site.
