But WTF R1900? This is excluding my MWEB'S R500?!

If you've only upgraded your line on the 11th of April, then you should complain about the 'DSL Fastest 04 Mar 10 - 11 Apr 10 R465.79'
According to that item on your statement you've had 4Mbps (Fastest DSL) since 4 March.
