They might hold off charging more due to local elections 4 Nov. Other parties will use increased water charges against the DA. I expect straight after to have significant increase in water KL costs
(and bare in mind official hydrological year end 30 Oct, National only probably going to tell CoCT to cut water usage after 1 Nov, if below 80%)

No, not at all. Cutoff-lows do not produce the same kind of wave patterns as winter cold-fronts. The wind direction is different, and there is no deep surface low. In fact there is a high pressure cell situated south of CT during this event. False Bay may be completely different to Sea Point though (see last weekend's Kalk Bay photos).

The weather is worse today, the wind was shaking the D-max so badly going up Sir Lowry's that I was worried it will tumble over.

The cutoff-low will have rather limited effects on CT itself, but if you include the cold-front due on Tues/Wed, the outlook is quite wet over an extended area:

Cape Town is currently in the 'eye' of the cutoff low, with a few hours of (weak) sunshine. Rain will arrive later, but initially mostly over the interior. The next 3 days will see 30-40mm for CT itself, very scattered showers (mostly overnight into Mon 14th), followed by a cold-front late on Tues 15th (moving eastwards on Wed 16th). The outlook for later this evening (Sun 13th).
