My roof is easier to reach than my power/network racks :/Lol, lucky you do not have a arial, i was considering climbing on my roof!
The network isn't down, people are being diverted to the roaming network whilst infrastructure upgrades are done. Just keep your roaming setting on and when the main network is back up your router will swap over seamlessly.

Are there costs if you enable roaming as I get a warning there will be when I go to enable it?
