RAR compression ratio question

Can a file be 40mb uncompressed and 20mb compressed with RAR? Like 2-1 ratio?

Files I am talking about:

1) Uncompressed

2) Compressed

I am sure they are exactly the same files(The compressed archive might just be corrupt). Just want to make sure before I download.

Certainly, you can easily halve the size of certain file formats (text-based is a prime example of this).
