Raspberry Pi Zero W for $10

I'm pretty sure they do deals with educational institutions separately. At least in England. I know they do for the bigger Pi.

Possibly they do it secretly under a government contract... need to convince DFID to fund this now.

this is my settings in the config.txt it does not work thank you

Did you get it to work and if so, how?

I use a 3.5mm to RCA cable @ +-R25 on pishop.co.za. There might be audio problems this way (I have none, but a friend complain of lower volume audio and a humming sound).
Installation was with the LibreElec installer on their website. Available for Windows, Mac and Linux.

A more expensive option, with no audio problems, is Hdmi to RCA.
