Actually no, not steam. Yes it can launch your apps but the nice thing about it is the online store aggregator and hardware per game optimizer. That is not something steam has although they could certainly enhance their app with the hardware optimizer portion. The store aggregator is just not feasible for steam so it will fulfil a different niche. TBH, I'd install it alone for that.

Is it going to install a new GPU or cpu?

I doubt it will suddenly optimize my performance beyond what I have already achieved.

All these game setting optimizers are complete crap. I'm a long time PC user and most of the time is spent gaming on it. These apps (like Geforce Experience) often disables features (that have a big impact on the visuals) that has little or no impact on your performance, while enabling features that destroy framerate with little visual gain.

Hardware optimisation is just freeing up memory resources. If you have enough ram it's a waste of time. If you don't have enough ram it's just taking up more memory to have the app monitoring your resources.
