Looking for a portable/lightweight laptop on a low budget. Any users familiar with the RCT brand?

They don't manufactures laptops it is probably re-brand of another model.

Once you find out what model it is based on you can google reviews etc

It is the Rectron "house brand". I haven't sold one yet so I can't comment on the quality but as GTX Gaming said they are rebranded laptops, probably from Clevo or some OEM manufacturer.

Well if that one specifically, it's a dual core 2.0GHz 10W Broadwell part from 2015.

No support for hardware decode on HEVC or VP9, watching media is going to be pretty crap.

I'd suggest you rather look for something second-hand on carbonite.
