Just phone mweb business and get the details from them, no need for you to setup any LT2P tunnel, you just assign the IP to a network interface (be it a pc, server, firewall, router or what ever.)

(ADSL Business account that is, not the cheap home accounts)

They are still L2TP based.

You won't find a "true" static IP in SA.
