I`m rebuilding a raid drive on a server, been about 15 mins now and it is still 2%. Is this normal?

Depending on the make of controller you might be able to change the rebuild rate, most give you this option, set it to 100% and the rebuild will fly, but you obviously wont be able to do anything on the server while the process runs

Most controllers default to around 30%

is a 200gb striped array. on an intel controller
still busy
I farking hate raid
Will I need a stiffy drive to load raid drivers on a windows 2003 installation?

How you rebuilding it if it was striped? Surely you would have to create a new array, and that should take quick. You will need a disk only if the driver is not on the windows disk, try use nlite to slipstream the driver - quicker than using a floppy.

you can set the rebuild rate with an intel controller.. but if its striped and you meant initializing, you can leave it to do that in the background and continue with your install...
