Recycled computer ban mistake?

First world companies are using third world countries as a dumping ground

About 8 years ago, I helped the Worcester Deaf School, to set up donated PC's from a charity in the USA
What a mess - apart from being outdated, they also had vital parts stripped - no Hard Drives and Ram
There wasn't a single functioning PC in that lot

The worst was, the school had to pay Customs about R20,000 for the container to be released
 
It surprises me that people still fall for this. The law was created by the government to stop everyone else from importing and selling old PCs. Obviously this law does not apply to the government and any of its [-]organized crime lords[/-] affiliates.
 
If all of Africa did this is it would slow down pc theft...
 
This is so typically African.

Instead of starting a proper re-cycling centre and creating jobs, etc, the ban the importation of second hand equipment.
This is exactly the same as instead of fixing pot-holes in the road, they put up a warning sign.

Limited forward planning is a cornerstone of the African continent.

Isn't this a case of govt wanting to address the root-cause(2nd hand imports) instead of the symptom(e-waste)?

Countries who are sending re-cycled computers to africa should have their own e-waste programs.
