keeping the assumption that the man is guilty of that which he is charged with lets apply the logic fully: if you are a criminal (so do we apply this designation only to what in English nomenclature is felonies or do we extend it to misdemenors) you should be shackled in court because the government is too lazy and incompetent to prevent people from willy nilly walking out of court buildings?
O and while you are in prison you should be shackled too - because BTW the guy was in a prison AV room shackled. It is the prison authorities stupidity not the fact that the man is a criminal (and I assume that he is one) that is the reason for his being shackled and that is the problem.
We know he's guilty of escaping from custody at the very least. Last I checked, the incompetence of others doesn't justify a crime.
