Removing abandoned car from private parking area

This white Subaru has been parked in a private parking bay inside a block of flats since October 2022. The tenant arrived home one day to find it in his parking bay

Letters to Managing Agents, calls to Metro Police, SAPS have had no effect, The SAPS refuse to contact the owner. As a result, the tenant has to park his car in the street. It has been broken into 4 times and was stolen yesterday

I contacted a local towing company. They refused to come inside the grounds of a block of flats and remove it

Is there any recourse to having this car removed? It is unlocked and there is nothing at all inside. The battery is missing

I have no idea who owner is. Metro Police says POPI act prevents them from finding it out. That was my second phone call in October. The one tyre is completely flat now
 
We had a wreck parked on our pavement for months, and the owner could not be traced. In the end we dragged it into the street which made it an obstruction for traffic. A group of us complained to metro individually and metro eventually came and towed it.

It looks clean for a car thats abandoned for 7 months
What does the HOA or body corp say

The rear tyre is flat. The steering is locked. All the the HA will do is write an email to owners. The chairman says it has nothing to do with him.

I spoke to Primceton Towing. They can come tomorrow but quote R2800 to take it to a scrapyard

I called the 021 596 number, They have no jurisdiction in private property
