Replaster/smooth inside wall - advice needed

So I need some advice on how to approach the smoothing of an inside wall - done in the 80s wavy style. Naturally I turn to mybroadband for help :)

Caveat: my DIY skills/experience is minimal

Per attached, what would be the best way to smooth out the walls - completely remove plaster and replaster or skim coat? I would think that perhaps, due to the thickness/height of the waves, that skim coating could be a challenge.

Any advice appreciated!

I'll PM you the details of a really good painter/plasterer in CT with good rates. Might take a while because I have to search my emails....
 
Looks like the best way would be to remove the plaster, even if you try to cut corners you still have to remove the paint, chip the wall and apply some bonding stuff, hoping the layer of plaster sticks, just too much of a gamble.

I also have a wall question I need to match a paint colour Whats the easiest best to cut a piece of paint from a wall so I can take it to the paint shop for scanning ?

They need a R5 coin sized piece
 
That needs to be chipped and redone. If it was the normally bubble walls they sand, bonding liquid and rhinolite.
They didn't do that properly in my dining room, so parts of it came off, I tried to fix it with some skim but yeah what looked level not painted and drying did not end up that way, as it sinks into grooves, then I tried to fix that and eventually it just ended a bit blobby :). So yeah dont do it yourself
 
Prepare for dust... dust everywhere... I just had a door frame put in and the wall replastered so the new seams match up and man oh man did dust get everywhere :(
