I need some advice on a solution for:

two locations one in CT, one in JHB,

CPT - mailserver, needs public IP, 350 users to access directly from the internet.

JHB - ip cameras, to be monitored from CPT. VPN to CPT, access to CPT LAN.

For some reason someone said an IS uncapped would have too high latency for this?

IP cameras are probably going to use too much bandwidth for the max 384K upload speed to handle.

Shaped/Unshaped won't make a difference for local, IS uncapped should be fine for the one site, connect to that with an IS local only account to stream the cam images.
