Restricting bandwidth on 2nd "dial-up"

I have an ADSL line in my games roo... err "study" :). I have a little home LAN going connected to my son's PC in he's room. We each have our own PPPOE dialup into an ADSL Ethernet modem, via a network hub.

I want to be able to restrict he's account so that he doesn't use the full 512/256K. Very often I would be gaming on-line, and he would try and download a movie trailer or something - choking all the bandwidth on the line. Even simpe browsing sometimes leads to bursts where he is downloading a page at max bandwidth, choking my pings.

Is there a simple way to manage this? E.g. I want to restrict him to say 128k/128K? We are using XP home.
