Rica battle looking likely

RICA and FICA are a joke anyway and will do nothing to curb crime.

It is way too easy to bypass the system.

They want to clamp down on criminals and be able to verify people.

But if you can't prove a residential address... just get a letter from the church or community center where you collect your mail? Seriously... that is going to help a lot in catching criminals.

We got scammed by a fake bank account last year... and the police could do nothing in terms of tracking down the owner of the account. So much for FICA.

Now everytime I go into my bank to do the silliest little thing (even to use the toilet) they want to see proof of residence... even though they already have it all on file.
 
FICA is a joke, there should be a place that proves that you are a resident once, do all the verification there and then you use that number or whatever to get your accounts.................oh wait there is one already :|
 
Why does the government hate the Internet soooooo much? Did someone tell them the Internet was responsible for Apartheid?

All of the below should be read considering that I don't actually believe that RICA has ANY benefit whatsoever anyway.

Since all ADSL customers are obliged to connect through Telkom (whose bill provides an acceptable proof of residence), ISP's providing ADSL services should be permitted to refer to Telkom when identifying their client. Telkom knows where the line terminates, not the ISP.

Wireless providers have a different set of requirements, identifying their clients should be related to the provision of suitable access equipment (such as a SIM card) or CDMA-phone (Neotel) or iBurst modem, etc.
 
I have witnessed how registration is done in the rurals. Rica agents only captures the ID number of the customer at the street corner. The customer receive confirmation sms and R5 airtime and thats it. No proof of residence is required.
 
RICA and FICA and Fikhile are the blessings that Kenya, Nigeria and even Zimbabwe need to surpass South Africa in terms of Internet technology. Hello, most people do not even have a postal address or a telephone line, how is RICA and FICA going to make a difference to crime?
 
is there any statistics that rica and fica actually reduced crime? why do we ID books for again?
 
FICA and RICA are merely lists. The purpose of these lists is so that there is a single point of reference for criminals to say "target these people"
 
RICA is a meaningless farce as there is no requirement for the RICA agent to keep a record of the documents presented, they only have to attest that they saw proof of id and residence. They also get R3 for every registration that they get so there is definitely no incentive to capture proper records.

Surely all of the wasted time and money and duplication of effort involved in FICA and now RICA could have been circumvented by having a central national system - why not just require every id book holder to provide proof of address to home affairs (or an independent appointed agency if privacy is a concern) once every couple of years, and then, by extension your ID should be all that's required by anyone as it can be used to track your address. I fail to understand the point in each person having to re-prove their address continuously to thousands of private institutions.
 
What happens if you move and don't update your FICA or RICA with the providers? Then the whole exercise is worthless anyway.
 
i got the "hand in your guns" sms from saps the other day. i'm convinced they got my number from rica.
i mentioned my business idea in a post a while back - here it is again:

"U-RICA" machines

1. Put in R5
2. Pick a location
3. Pick a church / school and relevant leader
4. Enter your name and id number and press print.

And, eureka - you are now a law abiding citizen.

I got one too, and I have not yet undergone the RICA process. However, I did give one station the number so they can SMS me with a case number (useful, that), so that is likely where they got mine from.

Unless they are doing a blanket send to all possible numbers? Though I suspect that's not happening.
 
Do cash-in-transit robbers use weapons and vehicles registered in their own names to pull off their heists?

So which idiot in government thought they, or any other criminals, would use cellphones registered with legitimate details to carry out their crimes?

Which of course begs the question... what then is the point?! If somebody knows, please educate me...

I got this SMS too and I haven't done RICA yet.
