Road worthy certificate when changing owners?

I think my dad got scammed. But thought I'd make sure of my facts first.
We changed a car''s ownership from Wesbank to my name, and then to his name, and the dudes who did it told him he has to get a road worthy certificate before it can happen.

This is a relatively new car from 2011 that we've had since new. Ever heard of anything like that? Sounds like BS to me. It's a local business here in Centurion and if this is BS I want to go pay them a visit.
 
AFAIK whenever one does a change of ownership, the vehicle needs to do a roadworthy test
 
Yes you do need a roadworthy test when changing ownership.

Yes, happens all the time. As said above.

Also the age of the car has no impact on roadworthy. I can drive a car one year and if I sell it, the roadworthy needs to be done. I can also drive a car for 20 years from new and probably no roadworthy test will ever be done on it...
 
It says it right on the form under required documents.

Nobody is out to get you.

Hardly worth a "scam" as it costs nothing but time and effort.
 
I'm guessing he was offered a "service" to get the car on his name easily so he thinks someone is trying to scam him.

The rules may have changed, but a few tears ago, a road worthy certificate was NOT required if the age of the car is less than 5 years (time lapsed since first registration).

The only costs involved then would be an admin fee for transfer of ownership, and update of licence.
 
Even demo vehicles have to have COR's when you sell them and they are older than 6 months.

No scam at all.

We changed one a few years back and it wasn't required, that's why I asked. Now I know the rules changed. Good to know.

Edit: You won't believe how many scammers are out there targeting older people. My default position is suspicion :)

Technically speaking you can still transfer a car into your name without getting it roadworthied. However you will not be able to renew the license disk for the car until it is roadworthied.

The rules haven't changed. The roadworthy requirement on change of ownership has been around for decades already.
 
If you sell the vehicle "as is", will the buyer be responsible to roadworthy the car and to obtain the COR prior to him registering the vehicle?

The buyer can transfer the car into his name even without a roadworthy certificate, but the traffic department will not issue you with a new licence disc at the same time without a roadworthy certificate. You can register it in your name, then go get a roadworthy and then go back to the traffic department at a later date and get the new licence disc if you want.

Funny thing is it was never requested from me until 2 years back, I do most of the paperwork for my family and also thought it was a scam, that I had to take the thing to be road-worthied

Maybe the rules were different where you live, but I've never heard of that before. You always need a roadworthy when transferring a car unless it's brand new.

Any chance different provinces can have different rules?
 
I did our Tiguan's transfer 2 years ago and no one asked for this. We've renewed the license twice and they allowed us to. Glitch in the system? :>

If you changed ownership, then there was a roadworthy entered on the system. If the seller did it, you might not even be aware of it, but they will not register a change of ownership without a roadworthy.
