You unfortunately can't really test either (except maybe the voltage on the line if you had the right piece of kit)...

Had similar problems with a DLink 2640 when I did support for a UK ISP, seems some routers will do that to your line for some reason or the other. Try another router to determine if it's the router itself. Unfortunately, sometimes it will work on certain lines and not work on others. That's why when you send it in for testing, it may work 100%!!
