Router to Router Problems

Hi, I have two dlink routers connected with a network cable. Now I am trying to use the second router to allow the pc 's to connect to it wirelessly to it I have not been able to do it it seems that the router doesnt give IP to the pc. I have enabled dhcp on the main router that connects to the internet and disabled dhcp to the one that connects wirelessly to the pc. Is there any tips? I have searched google but cant find anything that fits this scenario
 
Draw a picture showing which ports are connected via cable to the routers :)

Alrighty,and the model numbers of the routers? I don't recognize the 4 port Dlinks
 
Well I do the exact same setup with both my routers, one is TP-Link and other is the billion and works flawlessly. I can connect with my cellphone using wireless on any router.

So is the pc's connecting to it wirelessly meaning getting an IP address or have you set the PC's on static IP addresses?
 
What cable is between the 2 routers, a straight or crossover cable? Changing that might work if the routers don't autosense that its a router on the other side of the cable.
 
I played around with the router setting but no luck, so i got an access point plugged that in and it worked no configuration no nothing just plugged it in and connected it. thx for all the advice
