One more question please. Is this irrelevant of speed? Same for 348 and 4MB?

We do credit cards and debit orders, or bank transfers. All our transactions are done on the first working day of each month. The activation takes about 5 minutes.

Also, is there any type of bandwith throttling after entering the 9GB softcap limit?

Up to 1GB is local and International, thereafter the 9GB is only local at normal speed.
