The replacement was decided upon in 2010. Koeberg had 12 years to prepare for this routine modification, which has been done on many similar nuclear reactors around the world.
When the French contractor, Framatome, arrived on-site, they found Koeberg had not made one of the most obvious preparations. Framatome was horrified. So, the replacement has been postponed until the next outage.

A test of their competence, which they have failed.None of that is a "test", just pure incompetence.
Unit 2 was therefore switched off on 18 January 2022 and was supposed to reopen in June 2022. Unit 1 was then to go through the same process, starting in October.
Things then went wrong. The critical steam generator replacement was again postponed to 2023. The full reasons have not been officially disclosed.
Unit 2 finally started operating again on 7 August, almost two months later than projected. Another outage of comparable duration is still required in 2023.
