SA IP via VPN

A friend of mine in the USA wants to get a South African IP via a VPN service so that he can watch local TV stations.

Can anyone recommend such a service?

A while ago I saw a VPN service planning to setup a VPN server in SA in the future, if I can remember which VPN provider it was I will let you know

Hopefully they do not follow Telkom's definition of the word "soon".
