Anyone wanting your name, address and outstanding balance at the local municipality can simply ask the online cabedocs system for it.
Simply sign up at any one of the many cabedocs municipal sites:
Some municipalities using cabedocs require 2fa when adding a new account to your profile, but some do not (e.g. Amathole). With nothing more than knowledge of the account number format, anyone can add an account to their profile for viewing. Adding multiple accounts is as easy as changing the last digit and off you go.
It's been like this for years.
Oh, and they accept sign up from disposable email so you can be sure half of Nigeria use their services.
