Here's how I see it:

ANC went behind DA's back, hoping if the Budget passes as they want, DA would storm off. For support, they went to ASA and BOSA and offered Cabinet positions.

/Cue the "recommendation" meme and the Budget passing.

DA doesn't leave immediately and starts a game of chicken with ANC. ANC is trying to taunt the DA out because they know if they tell DA to give up some of their ministries for ASA and BOSA, and they leave then, then ANC has egg on their face.

/Cue game of chicken and ANC trying to play everyone at once
