that's not how government works, a coalition agreement or "letter of intent" doesn't dictate that you just always vote along with the one party, quite the opposite in fact

what it does state is the ANC is meant to seek alignment within the GNU before just trying to force things like VAT hikes through, if they stuck to the agreement they signed we wouldn't have seen all this drama
