Its not his to reverse. He should know that if he was listening to the judges comments
The people's vote was to increase vat . It has to be a peoples vote to change it again. he can submit a bill to be voted on , but it still has to be voted.
ie in my opinion legally the vat increase still has to go ahead unless they get a vote before the 1st.

Also he cannot change income and expenditure that is contrary to what the people voted on. There was no expenditure cuts in the last vote.

The dog an pony show yesterday was nothing but him trying to show he had 50%+1 support. He was again using the small parties for his own ends. They just dont realise it

I feel the courts judgement is going to be scathing of him and executive overreach. That is why the ANC is so keen for a out of court settlement. The judges could interdict everything from the committee meeting onwards
Yes vat would be back to 15% , but there will be wide repercussions showing the ANC is working on a dictatorship mindset and has been making decisions illegally
 
As much as I disagree with @TheChamp, I do agree with him/they/she/it/that thing, in this instance. A survey can easily skew data by wording questions deliberately to form an opinion.
