So a workaround that has always existed?

A so-called Equity Equivalent option would instead involve investments in infrastructure or training, or providing Starlink kits to rural areas in order to help improve Internet access. The auto industry in 2019 signed up for a similar workaround that involved the largest car manufacturers — including BMW AG, Ford Motor Co. and Toyota Motor Corp. — setting up a fund to invest in bring disenfrachised groups into the sector.

Yes, but NOT in the ICT space.

For nearly four years, the telecoms industry was in a state of uncertainty after the Independent Communications Authority of South Africa (Icasa) published its new local ownership regulations on 31 March 2021.


This superseded the existing Electronic Communications Act (ECA) provisions, which required that telecommunications companies offering national services be 30% owned by historically disadvantaged groups (HDGs).


Instead, telecommunications providers with a national footprint had to be 30% black-owned.


Due to industry backlash, Icasa never implemented these regulations. It published them, but declared them suspended until it puts them into force at an unspecified future date.

It actually does seem like a good deal, I have to agree. Nothing wrong with incentivising Starlink to make it accessible to rural folks.

You gotta 2x speed and skip most of it.

Basically says what everyone here knows - ANC, MK, EFF are criminal enterprises and all of their policies, especially “transformation” are 100% designed for corruption and 0% to lift the black majority out of poverty.
