From the majority report:

• Option 1 - the current cluster****
• Option 2 - Use 41 MMCs (multi-member constituencies, similar to the "regions" we have now, but properly defined along voter numbers and/or municipal lines) and allocate 200 - 300 of the seats to them, and the rest as PR seats
• Option 3 - Use 200 SMCs (single-member constituencies, basically wards like we have in municipal elections, winner takes all) and 200 PR seats
