There are lots of initiatives all that require budget
Budget just wasnt available at that time ~shrug~ . DA was a stickler for following the rules. ANC not
Happens all the time. Look at the proposed new highways in Ekh. Been on the cards for 10+ years allready.
Business licences are being declined on those routes, but everyone knows that plan will never happen

That is why I am amazed at all these capital items being done to try make voters believe the ANC is now doing its jobs.
But very few of those went through a budget cycle, so will just end up being irregular expenditure

Budget wasn't available at the time? Didn't Cilliers Brink say their revenue collection at the time was exceptionally superior?

We all know they were not paying Eskom, so where exactly was the money going?

You seemed to intimate he goes drinking a lot. Ive allways wondered how sober lots of lawyers are

Hell , even our MYBB celebrity Malcom is a court confirmed person who utters threats ( without his knowledge ) while drunk

Considering the damage done since 1994 it will take decades to fix it all.
Budget availability will be very low for lots of good viable initiatives
Even less since the ANC has lots of useless vanity projects eating up availabel budget
Then you have the BEE tax on top
